I personally interpret vallaslin as a blood magic way for evanuris and their dedicated followers to establish a means for the evanuri to body-hop, in case they are killed. It seems to fit Solas' comments and lack of surprise at Cory's body-hopping, and a few other hints here and there about vallaslin, Fenris, etc.

Eventually Corypheus is defeated, but the orb is destroyed in the process. With his orb useless, Solas leaves the Inquisition without explanation to resume his own plans. Solas's and Cullen's romances were added quite late in development, meaning the removal of a romanced Lavellan's vallaslin was done during the time crunch.
